Is there any case where the early-closure penalty doesn’t apply?

Yes. The 0.75% pre-termination fee is waived if you close your Time Deposit within the cooling-off period. It is also waived if your Time Deposit has a term of at least 4 years and you close it after holding it for at least 3 years.
